Job Purpose
Responsible for managing end-to-end payroll operations and personnel administration across all projects and regions, ensuring compliance with labor laws, company policies, and international standards. Also covers employee relations by handling grievances, supporting employee relations, and ensuring a fair and compliant workplace environment. In addition, providing guidance to employees on HR policies and supports organizational initiatives aimed at improving the employee experience.
Knowledge, Skills & Abilities
- Strong knowledge of GCC labor laws, payroll compliance, and employee relations practices.
- Proficiency in payroll operations, personnel administration, grievance handling, and HRIS systems (SAP, SuccessFactors, Oracle, Mystro).
- Advanced MS Office skills (Excel – pivot tables, VLOOKUP, formulas; Word; PowerPoint).
- Analytical and problem-solving abilities for payroll discrepancies, personnel issues, and employee concerns.
- Strong communication, negotiation, and conflict-resolution skills with a customer service focus.
- Ability to handle high-volume payroll across multiple countries.
Key Roles and Responsibilities
- Lead and manage full-cycle payroll processes, including onboarding, status changes, and bank detail updates.
- Oversee employee bank account operations, including account setup, clearances, and automated uploads.
- Validate and audit payroll data to ensure accuracy prior to each cycle.
- Manage payroll operations for regional offices (Qatar, UAE, Bahrain, etc.), ensuring compliance with local requirements.
- Administer employment contracts, renewals, and offers in compliance with regulations.
- Maintain complete and updated personnel files, ensuring confidentiality and audit readiness.
- Prepare monthly and quarterly payroll and personnel reports for management and audit purposes.
- Drive automation initiatives, payroll system upgrades, and integration with third-party systems.
- Serve as the first point of contact for employees regarding HR policies, procedures, and workplace concerns.
- Manage and resolve employee grievances and disciplinary cases in line with labor law and company policy.
- Support managers in implementing fair and transparent employee relations practices.
- Facilitate effective communication channels between management and employees.
- Contribute to employee engagement initiatives that foster a positive workplace culture.
- Ensure compliance with Combating Trafficking in Persons (CTIP) regulations and promote safe working environments.
- Prepare all reports as requested by the Direct Manager.

- 100% on-time payroll delivery with zero errors.
- Ensure compliance with labor law, WPS, and company policy with no penalties or fines.
- Maintain 100% up-to-date and accurate personnel records.
- Deliver monthly and quarterly payroll/personnel reports within agreed timelines.
- Ensure 100% timely issuance/renewal of employment contracts.
- Achieve employee satisfaction score ≥90% for payroll & personnel services.
- Resolve 95% of employee grievances within agreed SLA timelines.
- Zero labor law or CTIP non-compliance incidents.

Job Specification/ Requirements
- Knowledge & Experience
- 5 – 7 years of experience in payroll, personnel administration, and employee relations (multi-country preferred).
- Education & Certifications
- BSc in Commerce, Accounting, Banking, HR, or Finance.
